This specialized course examines the developments in the Philippines’ anti-trafficking in persons laws – Republic Act (R.A.) No. 9208, as amended by R.A. No. 10364 and R.A. No. 11862 – and relevant regulations. It discusses the new and salient features of R.A. No. 11862 or the Expanded Anti-Trafficking in Persons Act of 2022, with particular focus on provisions that are relevant to OSEC investigation and prosecution. Learners are introduced to new safeguards and requirements, including responsibilities of certain stakeholders, in combatting OSEC. They learn about pertinent terminologies (e.g., OSAEC, CSAEM) and the expanded scope of prohibited acts under the law.

This course provides an overview of the current landscape and legal framework of OSEC in the Philippines and worldwide, presenting statistics and trends on the crime’s prevalence, emerging risk factors, and perpetrator and victim profiles. In relation to this, learners are introduced to IJM as a global organization that protects people in poverty from violence with its 29 program offices in 17 countries. This section likewise discusses foundational legal concepts and definitions related to OSEC. It covers how OSEC are typically committed, who are the liable parties to the crime, and the laws under which this crime may be prosecuted.
This course introduces the concept of Trauma Informed Care (TIC) as a valuable framework in handling OSEC cases. TIC ensures that survivors are protected from re-traumatization in all phases of seeking perpetrator accountability and are placed on a path towards recovery and restoration as soon as possible. This section also discusses the concept of Victim-Centered Approach in managing and handling OSEC cases, including rescue, investigation, prosecution, and aftercare. Learners are encouraged to zoom out from the technicalities of their professions to understand how their duty of care for survivors may be balanced with their duty to hold perpetrators accountable.
Module 1
This course welcomes learners to the POSE Fundamentals self-paced training, with instructions on how to effectively participate and complete the same. It provides inspiration to learners to complete their courses by tackling a fundamental question - why do we prosecute OSEC cases the way we do by considering survivor voices. In this course, learners will hear a Philippine Survivor Network's survivor-leader's experience and insights on the importance of child-protective strategies in investigating and prosecuting OSEC cases. They will then be reminded of the relevance of the overarching principle of the Best Interest of the Child and its application in combatting OSEC.
